[PROPOSAL] Move Toolkit and Radiology projects to their respective subgroups

@sunbiz, @judywawira:

I have cleaned up the gitlab org by moving repositories under sub-organizations.

I would like to move the Toolkit Repos to the Toolkit sub-org and the Radiology ones to the Radiology sub-org.

May I go forward?

I went ahead and did it – it’s not a super disruptive change and redirects are in place.
