I see that staff and radiologist are separate definitions, but what are the differences, more specifically. Can the staff claim reports also? Can the radiologist advance their own report to preliminary?
Hi Jonathan, I worked a bit on this project as an intern. Based on the research I was able to accomplish, I began the two documents - one for users and one for dev.
I think the one you want is for dev, but users tried to clarify permissions.

I still had unanswered questions so I was unable to complete these projects. But I hope the information is helpful.
I studied the docs provided in the previous answer and my suggestion is that Radiologist (or Technologist, or similar titles) is a user role in the health facility and Staff (or trainee, etc.) indicates permission level for a given person. So when the docs say “Staff” in the sections concerning the tasks that Radiologists do, it should mean ‘a Radiologist with a permissions level “Staff”‘.
