That said, did I miss the rationale for CC BY-NC-SA versus something more permissive?

I am a fan of permissive licenses. Why are we doing this restriction?

And using SA, we would like that others modifying this would also contribute it back. For the EPP and it’s material, I think allowing others to create business is good, but I think for core documentation, we should, not by goodwill but intention, make people to contribute back.
